About the project

The Ministry of Youth Development and Sports in Saint Lucia is looking to improve its services to young people through reliable data collection and analysis.

The Ministry has implemented several programs and projects to strengthen the youth’s capacity, achieve policy goals, and promote positive youth participation in every aspect of national and community life. The Ministry aims to enable evidence-based decision-making to effectively engage the youth and provide the necessary services, but an appropriate monitoring and evaluation (M&E) system is needed first. An effective M&E system will allow the team to assess, evaluate, and make projections about its multi-faceted youth development programs.

As Monitoring and Evaluation Support Officer, you will collaborate with senior team members to develop data collection frameworks. Together, you will strengthen youth programs and strengthen the staff’s capacity.

Required skills

Qualified candidates will have the following criteria:

Competitive candidates must meet all of the following criteria:

Bachelor of Arts/Bachelor of Science in Public Health, International Development, Statistics, Social Science, or related field
AND
2 or more years of experience with monitoring, evaluation and learning, including experience with M&E tools and software/systems

Language: There are no pre-requisite language requirements for this position.

Activities

How you and the community will make an impact together:

Conduct an initial assessment of the major programs and projects to determine gaps.
Present the findings of the initial assessment with recommendations to the senior management of the Ministry.
Develop and implement monitoring and evaluation frameworks to capture project performance and results, including routine service delivery data reporting, baseline and end-line assessments, and all monitoring for process and outcome evaluations.
Develop an implementation plan and training for staff.

You may also work on additional projects that meet the community’s interests and priorities, such as youth leadership clubs.


Living conditions

Volunteers live in houses or apartments and take a bus to their workplace. Some housing may be stand alone and some may be within family home structures equipped with essential appliances and furniture.

Training

After a 3-week orientation on topics such as health and safety, you will move to an urban community where you will work within the Ministry of Education. You will work with the partner and your community to assess the local needs and develop a work plan in line with their established goals.

The official language is English, but Peace Corps Saint Lucia will equip you with Creole language resources and you may work with a local tutor who can help you build basic language skills to connect with the community.
