The Abi strategy is a national strategy that seeks to make Costa Rica a bilingual country in order to improve the attraction of investments, boost employment, stimulate the national economy and increase the opportunities of youth to study abroad. The Ministry of Education’s Academic Vice-Ministry and the First Infancy Department want to achieve the goal of expanding the national coverage in English teaching for preschool level, including strengthening the skillset of teachers and the pedagogical materials available.

The PCRVs will work closely with the advisors at the Vice-Ministry and collaborate with counterparts to design proposals for English teaching and learning strategies meant to increase the coverage of English in the public system, with an emphasis on pre-school school initiatives.
