Project Description

An HIV Care M&E Capacity Development Specialist with a Master’s degree in public health, monitoring and evaluation skills, and at least three years of experience in project management and coordination is needed to work with the Aurum Health Institute in South Africa. Aurum Health Research is funded by PEPFAR – CDC to improve HIV/TB programs through direct service and indirect service support driving to achieve the 90-90-90 targets for epidemic control, wherein 90% of people living with HIV/TB are diagnosed, 90% are initiated on antiretroviral therapy (ART) or TB treatment and 90% are virally suppressed/TB cured - as well as strengthening of health systems that serve as a foundation for service delivery in support of 90-90-90. A major component of successful performance against grant and programmatic targets is development and usage of real-time monitoring and evaluation information for decision making and program reporting. Capacity and skills in high-performance M&E is crucially undersupplied in South Africa and Aurum has challenges in this particular facet of its program. The Peace Corps Response Volunteer (PCRV) has been requested to provide high-level technical support to Aurum’s M&E teams.

The PCRV will work closely with the Aurum M&E and Data Management staff members to support advanced M&E high-level technical practices for real-time programmatic performance tracking. The PCRV will train 15 central staff on best practices in real-time M&E and data analytics and co-facilitate the development of broader M&E skills by helping central M&E staff to disseminate learning/training to staff in the field (train-the-trainer model). The PCRV will also conduct site visits (with central M&E staff) within facilities to review on-site practices in the M&E of testing, ARV initiation, patient retention and data quality to inform process improvement initiatives. The overall goal of the assignment is to assist the Aurum Institute M&E team by developing capacity in the practical use of advanced data and operational analytics for gaining programmatic insights and decision making/program correction.
