It supervises all learning institutions, both public and private. BLD-TLD is one of the offices under the Curriculum and Instruction Strand of DepEd. It is the key office mandated to design and develop models of instruction, including assessment modes for basic education appropriate for all types of learners, formulate enabling policies and guidelines for the implementation of innovative teaching-learning approaches, and define learning environment requirements, among other duties.
