Project Description

A Peace Corps Response Volunteer is needed to serve as a Strategic Planning Specialist for the Namibia Community Skills Development Foundation (COSDEF). COSDEF coordinates, supports, and supervises Community Skills Development Centres (COSDECs) throughout Namibia, with the goal training women, out of school youth, and disadvantaged community members in practical skills related to business, entrepreneurship, and life skills to improve quality of life and enable them to pursue employment opportunities. The Namibia Community Skills Development Foundation (COSDEF)’s 10-year strategic plan will come to an end in December 2022. The objective of this assignment is to provide technical support and guidance and build capacity of COSDEF’s leadership in the review of the organization’s current strategic plan which comes to an end in December 2022, and assist with the development of a new five-year strategic plan.
A PCRV with a bachelor’s degree in business, marketing, or a related field, as well as experience with vocational training, NGOs, and/or strategic planning principles will assist COSDEF as a Strategic Planning Specialist. The PCRV will work with the Executive Manager to lead and facilitate the review of the current strategic plan as well as the development of strategic and long-range goals of the organization as part of the crafting of the new plan. The Volunteer will also work with Support Unit Managers, Centre Managers, Training and Business Development Specialists and will, together with the Executive Manager, travel to the COSDECs for activities related to the strategic planning process. The goals of this collaboration are to create a revised Vision/Mission statement, an updated Strategic Plan, and an implementation plan and schedule to carry it out.

Required Skills

• High tolerance for ambiguity and high level of flexibility – some details of this project could change because of the uncertainties as Peace Corps and local partners resume volunteer operations
• Bachelor’s degree in Business, Marketing, or industry-related field
• At least five years of experience in vocational education and training, working with NGOs, or acting as a consultant on major strategic planning projects
• Knowledge of strategic planning principles, social justice principles and resource allocation
• Skill in gathering, analyzing, and interpreting data
• Skill in utilizing computer technology used for communication, data gathering and reporting
• Skill in applying innovative thinking to problem solving and strategy
• Ability to forecast issues and consequences or proposed actions and identify alternate solutions
• Ability to work collaboratively and effectively with the diverse academic, cultural, and ethnic backgrounds of various stakeholders
• Ability to understand the dynamics of cross-functional and cross-departmental teams
