A Peace Corps Response Volunteer (PCRV) with a degree in special education, at least 2 years of experience working with children, adolescents, and young people with intellectual disabilities, and advanced Spanish skills is needed to serve as a Special Education Intervention Methodology Advisor for Residential Care Centers (CAR) in the Unit of Services for the Protection of People with Disabilities (USPPD). In Peru 98% of children with disabilities do not receive education, and between 76% and 85% of all Peruvians with disabilities do not receive medical attention. Interventions to reintegrate children with disabilities are relatively new in the country, therefore there is little to no investment in training, support for parents, infrastructure improvements, medical attention, etc., which are all factors needed for the success of any intervention. Although the CAR centers were created to meet these needs, there are few opportunities in the country for training in innovative strategies and methodologies to manage effective interventions for children with disabilities. It is necessary to strengthen the capacity in the current CAR centers by establishing more solid structures and stronger intervention processes that could be built upon to create future CAR centers in different regions of the country. The CAR centers’ teams need the support of a PCRV with experience in social reintegration for children with disabilities to give them the opportunity to develop new skills in the staff and to design together with the volunteer an improved intervention that could be replicated in different sites.
The PCRV will work with 3 CAR centers that are located in the same district and within the same block to support the staff and the population served within their target intervention areas. Specifically, the PCRV will conduct an assessment of the intervention methodology of the permanent care staff, prepare a joint work plan for the transfer of skills, and develop a proposed protocol for special education intervention for children, adolescents and young people with intellectual disabilities. The PCRV will also provide training to permanent care personnel on the topics identified in the assessment and develop a monitoring tool for the application of the Educational Intervention Protocol to girls, boys, adolescents and young people with intellectual disabilities. The overall goal of this assignment is to support and train USPPD and CAR personnel with new strategies, methodologies and techniques for the reformulation of the design for a special education intervention protocol for children, adolescents and young people with intellectual and mental disabilities.

Candidates selected for this position will be arriving in Peru together as a group, so while the departure dates for the whole group could change, dates cannot be changed for individual candidates.

• Bachelor’s degree in Special Education or a related field.
• Minimum of 2 years of experience working with children, adolescents, and young people with intellectual disabilities.
• 1 to 2 years of experience with intervention methodology for people with disabilities, including monitoring and evaluation of interventions.
• An advanced level of Spanish in order to be able to carry out the training for our personnel and be able to communicate and transfer the required skills to the staff.
