A. Statement of Work/Description of Requirements

Peace Corps Tanzania is soliciting quotations for the design and installation of a 20kVa solar electricity system at the main office compound.

The successful bidder will have demonstrated experience designing, planning, scheduling, permitting, constructing, interconnecting and maintaining a solar system as need be. The bidder must be familiar with utility regulations, provide project financial analysis and have established on-site safety standards.

Quotations must include the following:

- Design Guidelines

- Code Specifications

- Warranties

- Inspection and Commissioning

- System Monitoring

- Operations and Maintenance

B. Place of Performance

The system should be installed at the Peace Corps Tanzania office at 36A Zambia Road, Oysterbay, Dar es Salaam, Tanzania.

C. Contract Terms and Conditions

As an Agency of the United States Government, Peace Corps has an approved contract template that it intends to use for the award. Peace Corps reserves the right to deny making a contract award to a vendor should they refuse to sign the Peace Corps approved contract template.

D. Minimum Criteria:

A quotation will be considered further if it meets the following minimum criteria:

  1. Provide quotation including all aspects listed above in A.
  2. Legal registration details
  3. Capability to supply materials once contract awarded in a time not more than 30days
  4. Quotation provides after sales service when needed

E. Evaluation Factors:

Quotations that meet the minimum criteria listed above may be further evaluated based on the following factors:

PCTZ intends to remove all the current network infrastructure and install new scheme in three phases as per the table below. Vendor must be able to provide the approved supplies and install them.

Note: Survey of the facility is required to capture exactly what is needed.

Phase 01 FIRST FLOOR – MAIN BUILDING – The area has 25 network ports, 9 offices of different sizes.

Phase 02 GROUND FLOOR - MAIN BUILDING – The area has 35 network ports, 8 offices of different sizes

Phase 03 OTHER OFFICES -

There are other offices having 50 network ports, 12 offices of different sizes and distances from each other.

Expectations from Vendor

  • Remove the current network infrastructure, including trunks, network ports, cables and some peripherals
  • Install new trunks, new network ports, cables and other cabinet modifications.
  • Provide a warranty of the installed infrastructure for a minimum of a year against any disfunction.
  • All supplies, transportation, and related costs for these supplies will be provided by the contractor within the contractor’s total price.

B. Contract Terms and Conditions

As an Agency of the United States Government, Peace Corps has an approved contract template that it intends to use for the award. Peace Corps reserves the right to deny making a contract award to a vendor should they refuse to sign the Peace Corps approved contract template.

C. Minimum Criteria:

A quotation will not be considered further if it does not meet the following minimum criteria:

  1. Vendor has surveyed the facility and has the required hardware.
  2. Legal registration: vendor is legally registered in Tanzania with a proof of having qualified technicians who can install/setup Local Area Network of this nature.
  3. Proof of experience and list of references for similar type of work carried out by vendor.
  4. Quotation provides cost for the whole service and provides a warranty of at least a year.

E. Evaluation Factors:

Quotations that meet the minimum criteria listed above may be further evaluated based on the following factors:

1- Price

2- Period of Performance

3- Ability to provide the required supplies and install them.

4- Past Performance

5- Experience: vendor has a minimum of five (5) years’ experience providing such supplies/services.

Vendor must be able to provide the supplies indicated through post-paid card purchases at vendor stations throughout the country.

  1. Postpaid card for diesel fuel purchase at stations throughout Tanzania. NTE 22,000 L annually
  2. Engine Oils NTE 250 L
  3. Differential Oils NTE 50 L
  4. Brake Fluid NTE 5 L
  5. Coolant NTE 20 L
  6. Car Wash Service NTE 60 washes in a year

All supplies, transportation, and related costs for these supplies will be provided by the contractor within the contractor’s total price.

The contract will be for one base year plus one option year. All vendors should indicate quotations for both years in their proposals.

E. Evaluation Factors:

Quotations that meet the minimum criteria listed above may be further evaluated based on the following factors:

1- Ability to provide post-paid purchase cards at all stations.

2- Large network of stations throughout Tanzania

3- High quality of diesel fuel

4- Able to provide account statement off billing cycle if requested by PC Tanzania

5- Performance: vendor has a minimum of five (5) years’ experience providing supplies/services.

PCTZ requires FIVE full time staff – three cleaners and two gardeners – for Monday thru Thursday 7:30 AM – 5:00 PM, Friday 7:30 – 11:30 AM - to work to maintain the office compound. Additionally, Peace Corps would like the same vendor to provide garbage collection weekly at FOUR residences in Masaki and Oysterbay and the office compound.

The Contractor shall furnish all personnel, equipment, supplies, materials, and/or services in conformance with the terms and conditions of this contract at the prices shown below.

  • Providing Cleaning services for the Peace Corps Office, care and maintenance of indoor plants.
  • Providing Cleaning services for the Peace Corps Office and Care and Maintenance of garden and compound for the premises.
  • Cleaning services will be provided on a daily basis Monday to Friday except local and United States Government holidays.
  • Gardening care to be done on Monday thru Friday from 11:30 AM -5:00 PM

Cleaning company shall provide the following from the amounts agreed upon below:

- Salaries for cleaning and gardening staff

- Cleaning materials

- Gardening costs i.e. spraying of flowers, lawn mowing etc.

- Administration costs

Peace Corps - Tanzania will provide and supply the under noted:

-Toiletries

-Water for the garden

The Contractor shall furnish the following:

  1. Cleaners 3 persons
  2. Gardener 1 person
  3. Messenger 1 person
  4. Care and Maintenance 1 monthly
  5. Cleaning Materials 1 monthly
  6. NSSF/PPF 10% 5 persons
  7. Administrative costs 1 monthly

Additionally, the Contractor shall provide WEEKLY garbage collection services for the following locations: (52 weeks per year)
