Activity/project background

The Government of Togo is currently implementing the National Development Plan (NDP). Based on the NDP, the Ministry of Agriculture is committed to implementing the National Agricultural Investment, Food Security and Nutrition Program (PNIASAN), intended to improve the coverage of the country's needs in nutritious and healthy food.

ICAT trains and supports multiple projects stakeholders, mainly small scale farmers/gardeners, to achieve the goals and objectives of the PNIASAN. One objective of the PNIASAN program is to improve small scale farmers/gardeners irrigated crop lands, which in turn will strengthen sustainable whole food production system nation-wide. ICAT has collaborated, on behalf of the Ministry of Agriculture, with Peace Corps in past years by providing technical support to Peace Corps Volunteers in the area of crop cultivation-emphasizing on traditional small scale farming/gardening. The traditional method of small scale farming/gardening utilizes lots of water and requires intensive human labor.

Modernized methods to small scale farming/gardening has
brought forth the importance of water conservation. Due to the need to conserve water, ICAT has transitioned from its traditional method of small scale farming/gardening to micro-scale bucket drip irrigation system, a technique use to save water and nutrients by allowing water to drip slowly to the roots of plants. Presently, ICAT lack the technical expertise to implement a micro-scale bucket drip irrigation system. To fill in the identified gap, ICAT wishes to strengthen the capacity of three staff by providing technical training in designing micro scale bucket drip irrigation systems to improve water conservation for small scale gardening.

The VSPP will help support building capacity of staff to design micro scale bucket drip irrigation system.

Virtual service engagement and tasks

The main purpose of the VSPP it to develop the capacity of three staff members of the ICAT team in the development of micro-scale bucket drip irrigation systems:

• Co-facilitate an assessment/survey of Knowledge, Attitude and Practice (KAP) [i.e., knowledge, skills, attitudes] for three ICAT staff members regarding micro scale bucket drip irrigation techniques/technology (by end of March 2022)
• Co-train the three ICAT staff members to conduct a literature review on micro scale bucket drip irrigation system design appropriate for Togolese gardeners.

• Additionally, co-facilitate the design and implementation of a survey of micro scale bucket drip irrigation system materials, sources and prices to be implemented by the three ICAT staff members (by end of April 2022).

• Based on their KAP assessment/survey results and findings from their literature review, co-train the three ICAT staff using videos and online platforms on how to develop appropriate micro scale bucket drip irrigation systems (by end of August 2022)

This engagement is expected to be approximately 27 weeks. VSPPs are expected to engage on the tasks listed above for an estimated 5-15 hours per week.
Meetings between VSPPs and Host Country Counterparts will take place during normal office hours, Togo time. Specific times will be determined during orientation.

Activities- classes, trainings or clubs, etc. will take place between 12:00pm to 5:00pm Togo time.

The Host Country Counterpart will have access to Zoom, WhatsApp, or any communication platform conducive to the needs of the VSPP, ICAT counterpart, PC Togo Agriculture Program Manager and Program Assistant for regular communication and collaboration.

Per the Child Protection Code of Conduct, when engaging online with minors (0-18), two adults must be present.

Optional additional activities

The Peace Corps mission is to promote world peace and friendship by fulfilling three goals:

  1. To help the people of interested countries in meeting their need for trained men and women.
  2. To help promote a better understanding of Americans on the part of the peoples served.
  3. To help promote a better understanding of other peoples on the part of Americans.

Goal 1 will be achieved through the VSPP's engagement and completion of the above tasks. The counterpart and VSPP may also choose to identify an activity that aligns with Goal 2. Additionally, the VSPP may identify a Goal 3 activity to implement during their engagement. See recommendations and tools for Goal 3 activities.

Essential qualifications

Education: Bachelor of Arts, Bachelor of Science in irrigation studies, or any relevant training in micro-scale bucket drip irrigation system

Language: Intermediate level (oral and written) in French language

Experience:
• One year of experience in agriculture irrigation systems design appropriate for tropical small scale gardening
• One year of experience working with extension service providers (instructing, assisting, etc.)

Intercultural skills and motivation: Flexible, strong cross-cultural agility, high tolerance for ambiguity, able to work independently, resourceful, creative, and genuinely motivated and capable to serve virtually

Desired qualifications

Education: Master or equivalent’s degree in irrigation or related studies

Technical Skills:
• Ability to use online platforms to delivery micro scale bucket drip presentation and demonstrations
• Ability to synthesize complex information (i.e. literature review) to increase understanding of local staff

Language: Advanced French

Experience: Basic knowledge of tropical small scale gardening systems and common constraints and challenges

Partner background

Name: Institut de Conseil et d’Appui Technique (ICAT)

Type of entity: Government

Mission and goals:

The mission of ICAT is to contribute, in collaboration with other State services, to the development of agricultural supply chain by providing technical and expert support through the following:

• Provide technical trainings to farmers and promising agricultural value chains stakeholders (aggregators, equipment and input suppliers, service providers) on agricultural management practices and technologies to improve farm yields
• Provide agricultural/rural entrepreneurship training to support sustainable agricultural development

Terms and conditions of engagement

VSPPs will be engaging with the host country partner, in coordination with Peace Corps post staff, remotely from the US. They should have access to a computer, internet, and telephone in order to enable direct engagement with the Peace Corps overseas office and the Host Country Counterpart assigned by the host country partner.

Orientation with the host country partner will be provided, within the designated virtual service hours, during the first week of virtual service via an online presentation and discussion. The host country partner will provide an overview of its organization, the local context, and how they envision collaborating with the VSPP.

The VSPP will have regular check-ins with their counterpart and bi-weekly check-ins with Peace Corps staff. Spending unstructured time with counterparts can be critical to relationship-building and is encouraged through activities such as coffee chats and informal calls within the weekly 5-15 hours.

Engagement-specific safety and security

The VSPP will receive an orientation on Peace Corps’ Child Protection Policy and how it relates to online engagement along with IT security best practices. The VSPP will be expected to follow safety and security guidelines for online engagement to ensure their safety and that of the Host Country Partner and their counterpart, and any beneficiaries of the engagement.

Supervision requirements

The VSPP will report to a designated Peace Corps staff member. The VSPP will be expected to abide by the Virtual Service Pilot Participant and Donation Agreement and Participant Principles of Engagement. The VSPP will also be expected to check in with the designated host country counterpart as assigned by the host county partner.
