About the organization

The Surge Staffing Team (SST) manages the Support Relief Group (SRG) Program, which is a surge staffing mechanism for intermittent U.S. Personal Services Contractors (USPSCs). The SRG roster currently comprises over 150 PSCs—both generalists and specialists—who work on an as needed basis to supplement field and D.C. staff positions or serve in a variety of response roles. The SST ensures staff deployment readiness and coordinates all activations, serving as the liaison between SRG staff and core BHA staff members. The team also serves as the administrative supervisor for all SRG, providing initial onboarding, as well as interpreting and providing guidance on policy as it specifically pertains to intermittent staff.

The Surge Staffing Officer will support the operation and maintenance of the SRG program. Support the activation of SRG, assist with the development of their scopes of work, facilitate their orientation and training on the administrative, financial, technical operations and training requirements of BHA, and monitor the evaluation process of their performance after each activation; determine pipeline balances and budgets proposals for contract renewal.

At the GS-11 equivalent level
Bachelor's degree plus three (3) years of experience working in a pertinent field including, but not limited to, business administration, human resources, communications, event planning, international relations, humanitarian assistance, international development, and/or a related field.

OR

Master’s degree plus two (2) years of experience working in a pertinent field including, but not limited to, business administration, human resources, communications, event planning, international relations, humanitarian assistance, international development, and/or a related field.
At the GS-12 equivalent level
Bachelor's degree plus five (5) years of experience working in a pertinent field including, but not limited to, business administration, human resources, communications, event planning, international relations, humanitarian assistance, international development, and/or a related field.

OR

Master’s degree plus four (4) years of experience working in a pertinent field including, but not limited to, business administration, human resources, communications, event planning, international relations, humanitarian assistance, international development, and/or a related field.

Salary

GS-11 ($72,750 - $94,581), GS-12 ($87,198 - $113,362), or GS-13 ($103,690 - $134,798)
