About the organization

The Senior Program Officer position is based in the Office of Humanitarian Assistance (OHA) in Kabul, Afghanistan. It is responsible for coordinating the United States Government’s (USG) humanitarian response in Afghanistan on behalf of USAID’s Offices of U.S. Foreign Disaster Assistance and Food for Peace. Combined, the office manages a multi-sectoral humanitarian response that totals approximately $152 million per year.

The Office of U.S. Foreign Disaster Assistance (OFDA) is the office within USAID that is responsible for providing emergency non-food humanitarian assistance in response to international crises and disasters. OFDA is part of the Bureau for Democracy, Conflict, and Humanitarian Assistance (DCHA) and is organized into six divisions.

Duties

OFDA and FFP require an SPO for the OHA Team, based in Kabul, Afghanistan, to ensure that OFDA and FFP’s objectives for disaster assistance, DRR, resilience programming, strategic reporting, and interagency coordination for the country are met.

DUTIES AND RESPONSIBILITIES
Working under the guidance of the OHA Office Director or his/her designee, the SPO will coordinate and manage OFDA and FFP humanitarian and DRR programming in Afghanistan.

This position requires effective daily coordination with representatives from other USAID offices, the U.S. Embassy, other USG agencies, the Government of the Republic of Afghanistan, U.S. military representatives, as well as with relevant donor representatives and UN and NGO agencies, therefore requiring a highly collaborative work style. The SPO must be prepared to function effectively in a challenging and restrictive work environment and be willing to strictly adhere to U.S. Embassy security guidelines. The SPO may be required to serve as a critical component of a USG disaster assessment team, DART, and/or RMT, or to backfill other positions based on office needs.
