About the organization
The Office of Global Policy, Partnerships, Programs, and Communication (G3PC) directs the Bureau’s leadership in global humanitarian policy, showcases BHA’s life-saving work through
strategic communication and information, and manages collaboration with external stakeholders, including public and private partners, international and multilateral organizations, non-governmental organizations (NGOs) and academic institutions, and the U.S. Interagency. The office is organized into seven divisions, namely, Humanitarian Policy and International Systems; Humanitarian Multilateral; Humanitarian Organizations and Partnerships; Private
Sector Engagement, Diaspora, and Innovation; Global Capacity and Leadership Development; U.S. Engagement, Strategy, and Programs (USESP); and Strategic Communications and Humanitarian Information. The U.S. Policy, Strategy, and Interagency Coordination Team serves as an integral part of the USESP Division and closely coordinates with other parts of the USG
The Senior Interagency Advisor will provide critical leadership and outreach to interagency partners on BHA disaster and coordination issues, work closely with USG officials within the USG disaster response and humanitarian assistance community, assist with the organize of quarterly policy coordination forums, initiate creative new approaches to partnership, and serve as a key source of information on humanitarian issues pertaining to the interagency for the office.
He/She will help lead the planning of organizational strategies and responses to humanitarian crises, actively work with other members of the office, and anticipate and prepare documents and briefing memos on humanitarian issues for key meetings and events. The Senior Interagency Advisor will manage critical issues within the interagency community on behalf of BHA and G3PC as tasked. He/She must have the ability to both multitask and be very detail oriented and results oriented. The assignment requires providing expert analytical and
advisory support on a wide range of humanitarian issues for the planning, development, and execution of U.S. foreign policy disaster response and humanitarian assistance objectives within a broad and complex interagency environment. EDUCATION/EXPERIENCE REQUIRED FOR THIS POSITION
(Determines basic eligibility for the position. Offerors who do not meet all of the education and experience factors are considered NOT qualified for the position.) Bachelor’s degree with significant study in or pertinent to the specialized field (including, but not limited to: international relations, human rights, economics, public health, disaster management, public policy, or a related field) plus nine (9) years of progressively responsible experience working in emergency relief and humanitarian assistance. Experience working on government relations, interagency coordination or policy engagement related to international humanitarian and disaster issues, domestic disaster assistance and with USG agencies required. Offerors must demonstrate work experience with a humanitarian organization or with a USG federal agency.
Master’s degree with significant study in or pertinent to the specialized field (including, but not limited to: international relations, human rights, economics, public health, disaster management, public policy, or a related field) plus seven (7) years of progressively responsible experience working in emergency relief and humanitarian assistance.
