About the organization
The Office of Global Policy, Partnerships, Programs, and Communication (G3PC) directs the Bureau’s leadership in global humanitarian policy, showcases BHA’s life-saving work through strategic communication and information, and manages collaboration with external stakeholders, including public and private partners, international and multilateral organizations, NGOs and academic institutions, and the U.S. Interagency. The office is organized into seven divisions, namely, Humanitarian Policy and International Systems; Humanitarian Multilateral; Humanitarian Organizations and Partnerships; Private Sector Engagement, Diaspora, and, Innovation; Global Capacity and Leadership Development; U.S. Engagement, Strategy, and Programs; and Strategic Communications and Humanitarian Information.
Since the establishment of the Senior Humanitarian Advisor position in 2016 following the West Africa Ebola Outbreak, BHA and the Department of Health and Human Services’ Center for Disease Control and
The Senior Humanitarian Advisor to HHS/CDC will provide guidance and direction to HHS/CDC leadership on BHA humanitarian and coordination issues; manage critical issues with HHS/CDC on behalf of BHA, as tasked; and serve as a focal point for institutional engagements between BHA and HHS/CDC. He/She will initiate creative new approaches to partnership and serve as a key source of information to HHS/CDC on BHA policies and programs.
The Senior Humanitarian Advisor to HHS/CDC must have the ability to both multi-task and be very detail oriented and results oriented. The assignment requires providing expert analytical and advisory support to HHS/CDC on a wide range of humanitarian issues for planning, programming, operations and policy discussions.
The Senior Humanitarian Advisor to HHS/CDC’s duties and responsibilities will include the following:
● Build working level relationships across HHS/CDC to strengthen USAID/BHA’s overall partnership with HHS/CDC.
● Serve as the primary point of contact for HHS/CDC tasks/actions related to USAID/BHA and HHS/CDC inquiries regarding USAID/BHA response and preparedness activities.
● Participate in HHS/CDC meetings and provide reports and readouts for USAID/BHA leadership’s situational awareness. Reports should focus on USAID/BHA and HHS/CDC interactions and potential collaboration opportunities.

Bachelor’s degree with significant study in or pertinent to the specialized field (including, but not limited to, public health, international relations, disaster management, or a related field) plus minimum of nine (9) years of progressively responsible professional experience working in emergency relief and humanitarian assistance and on humanitarian policy and/or operational issues, with a focus on public health. Offerors must demonstrate work experience with a humanitarian organization, such as a USG foreign assistance agency, UN, IO, or international humanitarian NGO.
Master’s degree with significant study in or pertinent to the specialized field (including, but not limited to, public health, international relations, disaster management, or a related field) plus minimum of seven (7) years of progressively responsible professional experience working in emergency relief and humanitarian assistance and on humanitarian policy and/or operational issues, with a focus on public health. Offerors must demonstrate work experience with a humanitarian organization, such as a USG foreign assistance agency, UN, IO, or international humanitarian NGO.
