About the organization

Senior Humanitarian Advisors (SHAs) play a central role in the USG’s disaster response, humanitarian assistance, and disaster risk reduction programs. Their core function is to lead, manage, and support OFDA portfolios, which require significant USG policy engagement and humanitarian program management. They are members of regionally-focused humanitarian response teams and work in close collaboration with a program team that may include Senior Regional Advisors, Senior Humanitarian Advisors, Program Officers, Field Monitors, Team Leaders, Deputy Team Leaders, Disaster Operations Advisors, Disaster Operations Specialists, and/or Program Assistants.

SHAs are part of Africa Division and, based on duty post, will be assigned to one of two regional teams covering the following areas for the duration of each post: SWAN, ECA. Each regional team is managed by a Team Leader, under the direction of the Africa Division Director.

Duties

Working under the guidance and supervision of the Africa Division Director and Team Leaders, the SHA will assist the Africa Division in managing complex and high profile responses, building and retaining staff capacity, and filling critical leadership requirements within the office. SHAs can expect to move between portfolios depending on the changing nature of OFDA’s humanitarian engagement in specific crises. The SHA will perform the following functions:

Leadership:
• Serve in leadership positions such as a Team Leader or Deputy Team Leader on field-based response teams for extended periods of time, up to two years.
• Serve in leadership positions such as a Team Leader of Deputy Team Leader on headquarters-based response teams for up to one year.
• Provide training and mentoring to Disaster Operations Specialists, Program Officers, and Program Assistants on the portfolio management, representation, and contextual specialty of the functional areas outlined below.
• Participate, as assigned, in a wide range of office-wide policy, process, and strategic initiatives to ensure Africa division priorities and operating realities are reflected in outcomes.

EDUCATION/EXPERIENCE REQUIRED FOR THIS POSITION
(Determines basic eligibility for the position. Offerors who do not meet all of the education and experience factors are considered NOT qualified for the position.)

Bachelor’s degree with study in, or pertinent to, the specialized field of, but not limited to, international relations, economics, food policy, African studies, or a related field or country; and nine (9) years of progressively demonstrated experience in emergency relief, disaster risk reduction and/or disaster preparedness programming and management, including but not limited to four (4) year of overseas field experience as demonstrated by short-term deployments or assignments in emergency situations. Substantial overseas field experience is highly preferred.

OR

Master’s degree with study in, or pertinent to, the specialized field of, but not limited to, international relations, economics, food policy, African studies, or a related field or country; and seven (7) years of progressively demonstrated experience in emergency relief, disaster risk reduction and/or disaster preparedness programming and management, including but not limited to four (4) year of overseas field experience as demonstrated by short-term deployments or assignments in emergency situations. Substantial overseas field experience is highly preferred.

Salary

$90,621 - $117,810
