About the organization

The Office of Global Policy, Partnerships, Programs, and Communication (G3PC) directs the Bureau’s leadership in global humanitarian policy, showcases BHA’s life-saving work through strategic communication and information, and manages collaboration with external stakeholders, including public and private partners, international and multilateral organizations, nongovernmental organizations (NGOs) and academic institutions, and the U.S. Interagency. The office is organized into seven divisions, namely: Humanitarian Policy and International Systems (HPIS); Humanitarian Multilateral; Humanitarian Organizations and Partnerships; Private Sector Engagement, Diaspora, and, Innovation; Global Capacity and Leadership Development; U.S. Engagement, Strategy, and Programs; and Strategic Communications and Humanitarian Information. Duties

The Senior Humanitarian Advisor is part of the HPIS Division, which provides critical analysis on humanitarian policy issues, works closely with high-ranking officials within the international community, manages humanitarian policy awards, and serves as a key source of information on humanitarian issues and humanitarian policy for the office. He/She will help plan organizational strategies and responses to humanitarian crises, actively work with members of UN delegations on USG positions on humanitarian issues, act as an effective liaison with the UN offices in Geneva, Rome, and New York, and anticipate and prepare documents and briefing memos on humanitarian issues for important meetings and events. The Senior Humanitarian Advisor will also raise critical issues with the UN on behalf of BHA and must have the ability to prioritize, adapt to shifting priorities, and multi-task. The assignment involves providing expert analytical and advisory support on humanitarian issues for the planning, development and execution of U.S. foreign policy within a broad and complex geographic or functional specialty areas. Qualifications

EDUCATION/EXPERIENCE REQUIRED FOR THIS POSITION

experience factors are considered NOT qualified for the position.)

Bachelor’s degree with significant study in, or pertinent to, the specialized field (including, but not limited to, international relations, human rights, economics, disaster management, public policy, or a related field) plus a minimum of nine (9) years of progressively responsible professional experience working in emergency relief, humanitarian assistance and/or humanitarian policy issues, of which at least three (3) years were spent working directly on response issues.
OR
Master’s degree with significant study in, or pertinent to, the specialized field (including, but not limited to, international relations, human rights, economics, disaster management, public policy, or a related field) plus a minimum of seven (7) years of progressively responsible professional experience working in emergency relief, humanitarian assistance, and/or humanitarian policy issues, of which at least three (3) years were spent working directly on response issues.
