About the organization
To fulfill its mandate, and to effectively respond to disasters worldwide, OFDA has established six regional offices in the following locations: San Jose, Costa Rica; Nairobi, Kenya; Dakar, Senegal; Pretoria, South Africa; Budapest, Hungary and Bangkok, Thailand. OFDA also has other, smaller sub-regional and program offices around the world.
The regional offices are headed by a principal Regional Advisor or a Senior Regional Advisor, who works closely with the Team Leaders in Washington and reports to the appropriate Division Director. The principal or Senior Regional Advisor serves as the regional team leader for all response, preparedness and disaster risk reduction activities. They serve as the key interlocutor with embassies and missions in the event of a disaster and may also serve as the DART Leader if needed.

This position requires an individual to manage and represent the humanitarian portfolio for DRC. The SHA will serve as the primary contact and liaison for OFDA's ongoing humanitarian assistance activities in DRC, as well as for disaster risk reduction programs. The SHA will be responsible for program analysis and strategy development and work closely with the USAID/ DRC mission staff, the U.S. Embassy, other donors, the DRC government, U.S. military representatives, USG interagency partners, IOs, NGOs, and the UN, in responding to humanitarian needs and sudden onset disasters. The SHA will also be responsible for reporting to OFDA ECA Regional Office in Nairobi, Kenya, and to OFDA/Washington.
Because of the substantial coordination requirements of this position, an individual with a highly collaborative work style is required. The SHA must be prepared to function effectively in a challenging and restrictive work environment and be willing to strictly adhere to U.S. Embassy security guidelines.
Working directly under the guidance and supervision of the OFDA Senior Regional Advisor for ECA, with regular interaction with the designated Regional Advisor covering DRC and in consultation with USAID/DRC, the individual will perform the following duties and responsibilities:

Bachelor’s degree with study in, or pertinent to, the specialized field (including but not limited to international relations, economics, food policy, East African studies, or a related field or country) plus nine (9) years of progressively demonstrated experience in emergency relief, disaster risk reduction and/or disaster preparedness programming and management, including four (4) years of overseas humanitarian field experience.
Master’s degree with study in, or pertinent to, the specialized field (including but not limited to international relations, economics, food policy, East African studies, or a related field or country) plus seven (7) years of progressively demonstrated experience in emergency relief, disaster risk reduction and/or disaster preparedness programming and management, including four (4) years of overseas humanitarian field experience.
