About the organization

The Office of U.S. Foreign Disaster Assistance (OFDA) is the office within USAID that is responsible for providing emergency non-food humanitarian assistance in response to international crises and disasters. OFDA is part of the Bureau for Democracy, Conflict, and Humanitarian Assistance (DCHA) and is organized into six divisions.

Duties

At the GS-13 equivalent level:

• Provide guidance to USAID and OFDA staff in Washington, DC and field offices for livestock interventions during a disaster response.
• Follow outbreaks of zoonotic diseases, provide OFDA staff with assessments and recommendations for response in both the livestock and health sectors.
• Accurately convey the technical and policy positions of OFDA through interactions with NGO partners, other donor agencies, the international humanitarian community, and other USAID staff working in the livestock or animal health sectors; attending meetings and other events as appropriate.
• Review and comment on proposals submitted by OFDA partners for humanitarian response and disaster risk reduction in the livestock sector and human health sector in response to zoonotic disease outbreaks.
• Work with OFDA pharmacists to review requests for purchase of veterinary commodities and pharmaceuticals by OFDA partners.
• Contribute to the development of programmatic strategies and guidance related to humanitarian programming in the livestock sector in collaboration with OFDA Washington and regional field office staff.

EDUCATION/EXPERIENCE REQUIRED FOR THIS POSITION

(Determines basic eligibility for the position. Offerors who do not meet all of the education and experience factors are considered NOT qualified for the position.)

GS-13 equivalent level:

Master’s degree with significant study in or pertinent to the specialized field (including, but not limited to: veterinary medicine or animal science) plus five (5) years of progressively responsible experience working in livestock and animal health. Two (2) years of this experience must be field experience obtained overseas working with international livestock systems.

OR

Doctorate degree with significant study in or pertinent to the specialized field (including, but not limited to: veterinary medicine or animal science) plus three (3) years of progressively responsible experience working in livestock and animal health. One (1) year of this experience must be field experience obtained overseas working with international livestock systems.

GS-14 equivalent level:

Master’s degree with significant study in or pertinent to the specialized field (including, but not limited to: veterinary medicine or animal science) plus seven (7) years of progressively responsible experience working in livestock and animal health.

Salary

$102,663 - $157,709
