About the organization

The Budget and Finance Division (BFD) of HBMO provides BHA with end to end budget and financial support: from external budget formulation, request, and justification; to coordinating and advising on the internal budget planning and funding allocation processes; to executing budget in USAID and BHA systems, and performing financial management tasks; and providing financial analysis and reporting, in order to maintain accountability for funding and garner support for future requests. The BFD also liaises with BHA budget stakeholders, including USAID’s Office of Budget and Resource Management (BRM), the Department of State’s Office of Foreign Assistance (State/F), the State/Populations, Refugees, and Migration (S/PRM) budget teams, and the White House Office of Management and Budget (OMB). The BFD structure includes three teams, the Budget Formulation and Planning Team, the Budget Execution Team, and the Financial Reporting and Analysis Team.

Working under the guidance and supervision of the Team Leader or designee, the Budget and Finance Officer will perform the following:

At the GS-11 equivalent level:
- Budget Execution and Financial Management
- Financial Reporting and Analysis
- Budget Formulation and Planning
- Other BHA Duties

At the GS-12 equivalent level:
- Budget Formulation and Planning
- Budget Execution and Financial Management
- Financial Reporting and Analysis
- Representation
- Other Duties

At the GS-13 equivalent level:
- Budget Formulation and Planning
- Budget Execution and Financial Management
- Financial Reporting and Analysis
- Representation
- Other Duties

Qualifications

For the GS-11 equivalent level:

Bachelor’s degree plus three (3) years of experience working in management, budget, finance, accounting, international relations, humanitarian assistance, international development, and/or a related field. Experience with MS Excel is required.

OR

Master's degree plus two (2) years of experience working in management, budget, finance, accounting, international relations, humanitarian assistance, international development, and/or a related field. Experience with MS Excel is required.

For the GS-12 equivalent level:

Bachelor’s degree plus five (5) years of experience working in management, budgeting, finance, accounting, international relations, humanitarian assistance, international development, and/or a related field. Experience with and strong interest in MS Excel and information or financial management systems is required.

OR

Master’s Degree plus three (3) years of experience working in management, budgeting, finance, accounting, international relations, humanitarian assistance, international development, and/or a related field. Experience with and strong interest in MS Excel and information or financial management systems is required.

Salary

$72,750 - $134,798
