S317 Consulting, a Portuguese consulting company, has been invited to submit a tender for the following UNEP consulting opportunity, and is working with EcoConsult Pacific to identify the team of specialists to implement it.

Duties

Vanuatu: Evaluation of the effectiveness and impact of the recently introduced energy labelling and standards program, and identification and introduction of effective MV&E activities and financial mechanisms in order to accelerate the uptake of energy efficient appliances.
The purpose of this consultancy is for provision of technical services to support to accelerate the transition to energy efficient appliances through the improvement of the recently introduced standards and labelling programme, the introduction of MV&E activities and a product registration system, and the introduction of financial mechanisms. The support will be achieved through:
• Conducting a comprehensive market and policy analysis for higher efficiency refrigerators, freezers, air conditioners and lighting products.
• Assessing and upgrading the existing Vanuatu Electronic Single Window (VeSW) registration system and develop a MV&E plan.
• Developing financing mechanisms for the incentivization towards the purchase of energy efficient appliances.

Qualifications

The proposed team by the consultant or firm must have a minimum number of members or skills/ expertise including at least:

Experts required and Brief description of required profile

International experts

Appliance Expert (IC2)
• Master’s degree or higher in energy efficiency, energy, energy policy, environmental studies, environmental policy, environmental economics, finance, economics or a similar related field
• More than 8 years of experience in energy efficient appliances projects (refrigerators, freezers, air conditioners and lighting products), preferably in relation to government work.
• At least 3 years of progressively responsible experience of collecting, compiling and reporting energy related industry data
• Experience in projects which include the implementation of policies on energy efficiency, assessing and communicating the impacts of market assessments
• Knowledge and experience in working with government and private sector in a developing country context
• Fluency in English required

MV&E Expert (IC3)
• Bachelor’s degree or higher in accounting, economics or finance and further studies in public service, building or infrastructure is desirable
• More than 8 years of experience in financial mechanisms and procedures, preferably in relation to government work
• Knowledge and experience in working with government and private sector
• Knowledge and experience in designing and implementing loan applications and programmes as well as funding proposals
• Fluency in English required

Finance expert (IC4)
• Master’s degree or above (or equivalent experience) in agriculture, economics and management or an affiliated major.
• At least 8 years of experience in agriculture finance, agriculture economic analysis, including cost-benefit analysis for the agriculture sector.
• At least 3 references demonstrating experience in estimating the cost benefit of climate smart technologies systems, including cost-benefit analysis, in agriculture sector in developing countries
• Experience in organising workshops and/or capacity building trainings.
• Excellent written and communication skills in English are required.

National experts

National registry and database analyst with IT knowledge (IC5)
• Bachelor’s degree or higher in computer science, information technologies, engineering or a related field
• More than 5 years of experience in designing and developing IT infrastructure and software in a government context
• Knowledge and experience with database infrastructures, product registration systems or similar (frontend and backend development)
• Fluency in English is required


Gender expert
• Master’s degree in Social or Natural Sciences or another relevant discipline, preferably with a specialization in gender
• At least 5 years of experience in the field of energy related gender issues
• Excellent written and communication skills in English is required.
• Experience of gender expert in Pacific Island Countries or countries with similar landscape like SIDS desired.
