Cardno Emerging Markets USA, Ltd. (Cardno) is seeking a Senior Development Specialist (SDS) to join our CIE practice. We are searching for an enthusiastic high performer who has a passion for economic growth in developing countries and skills to contribute to improved project designs and improved management practices. The SDS will contribute to project management, business development, and technical assignments. The primary duties and responsibilities of Senior Development Specialist, CIE include but are not limited to:

- Coordinate, contribute and manage the completion of technical products in the areas of planning, design, procurement, construction oversight, commissioning, capacity building, or M&E in one or more of the following infrastructure sectors: water resources, water supply, wastewater, environmental, transportation, energy telecommunications and vertical structure.
- Support field implementation activities for procurement, design management, construction oversight and operations and maintenance.
Monitor performance of international subcontractors and support subcontractor oversight efforts by the field team.
- Make presentations to clients and colleagues on technical subjects listed above. Represent Cardno as technical professional, facilitate workshops, and hold stakeholder meetings on field visits for relevant projects and/or proposals.

Qualifications

Qualifications:

Undergraduate degree Engineering, Architecture, Environmental Management or other relevant field (Master’s degree preferred)
Overseas work experience in relevant field such as engineering, construction management and/or international development.
Three or more years of progressively responsible technical experience in international development, infrastructure design and construction, environmental remediation, utility management, land use and planning and/or natural resource management. Technical experience preferred in infrastructure, environment and working with communities and/ or governments.
Strong verbal and written communication skills.
Experience in project management for various clients, preferably experience with USAID, and other donors.
Experience leading and writing proposals for United States Government development institutions, and other international development organizations.
Strong analytical capabilities, critical thinking skills.
Ability to work independently and in teams; self-motivated with attention to detail and passion for development.
Willingness to travel overseas to developing countries up to 20% of the time.
Foreign language skills.
US work authorization required.
