Resident Senior M&E and CLA Program Manager: Kyrgyzstan

The NDI seeks a Resident Senior Program Manager (SPM) to manage monitoring, evaluation and learning in a forthcoming USAID-funded program to encourage and support deepening horizontal and vertical linkages among civic organizations and activists in Kyrgyzstan.. The hiring of this position is contingent on donor funding and key personnel approval.


In collaboration with NDI's Washington-DC based Monitoring, Evaluation, and Learning experts and Bishkek-based program teams, lead the direct regular monitoring and evaluation of NDI program activities and results; development of data collection, analysis and application tools; and integration of lessons learned over the life of the program; work with local partners to engage in continual reflection, learning, and adaptation of their own civic initiatives;


• Undergraduate degree in a field of study related to international development or monitoring and evaluation methods, or a related field. Additional years of relevant work experience may be substituted for educational requirement on a one-for-one basis
• A minimum of ten (10) years of work experience working in the field of democracy and governance, with a minimum eight (8) years of professional experience in performance monitoring and evaluation
