Resident Senior Finance and Administration Manager: Myanmar

The National Democratic Institute for International Affairs (NDI) seeks a Resident Senior Finance and Administration Manager to manage the financial, administrative, and logistical aspects of NDI's Myanmar programs, including oversight of Myanmar program subgrants. This position is based in Yangon. Reporting to the Resident Sr. Director, the Resident Senior Finance and Administration Manager oversees the administrative, financial, human resources and operations matters related to NDI's multi-year program funded by the U.S. Agency for International Development (USAID), U.S. Department of State, and the UK Department for International Development (DFID). With two field offices in Yangon and Naypyitaw, NDI's Resident Senior Finance and Administration Manager monitors field expenses against grant budgets, oversees subgrants issued to Burmese organizations; supervises administrative field staff (including human resources and accounting staff); ensures compliance with NDI policies/procedures, as well as US and UK government financial/procurement requirements; and liaises with field program teams and International Accounting in Washington, DC, on financial, operations, reporting and clearance matters.

The deadline for submitting applications is July 19, 2019. The anticipated start date for this position is September 15, 2019.

Qualifications

Qualifications:

* Bachelor's degree in finance, accounting, business administration and/or a related field or equivalent experience

* Minimum of ten (10) years in financial management, accounting, and administration, preferably for an international NGO working with USAID and DfID funding

* Knowledge of budgeting, budget oversight, generally accepted accounting principles and the practical application of financial systems

* Ability to design and implement accounting systems suitable to a challenging and volatile environment with unreliable and sometimes nonexistent infrastructure

* Demonstrated management experience for organizations with international operations

* Demonstrated experience interpreting and administering policies pertaining to local national labor codes

* Strong interpersonal skills and demonstrated the ability to communicate clearly, effectively, and with cultural sensitivity in writing and verbally with a diverse group of co-workers, partners, and the general public

* Previous experience with international grants administration or NDI experience preferred

* High level of attention to detail in all aspects of work responsibilities

* Written and verbal communications skills combined with the ability to work collaboratively with Washington-based finance and human resource staff, as well as program staff in Myanmar
