Resident Program Manager: Asia-Tibet


About the organization

An International NGO, headquartered in Washington, DC, seeks an experienced Program Manager for the organization’s field office in Dharamshala, India. The Program Manager would be responsible for day-to-day management and overall oversight of the organization’s projects supporting the Central Tibetan Administration. Reporting to the Chief of Party (CoP), the position is based in Dharamshala but may require frequent travel in the region, when permitted given travel limitations due to COVID-19. This position is available immediately.


Primary Responsibilities:
• Under the supervision of the CoP, contribute to program design and conduct all aspects of program management, ensuring the effective and efficient execution of the established program work plans, including established actions, outcomes, and timelines. Monitor progress, identify problems and barriers and make recommendations to the CoP for necessary adjustments to ensure successful, quality outcomes.
• Cultivate and maintain collaborative relationships and communication with donors to ensure programmatic goals are achieved and operational and reporting requirements are respected;
• Coordinate with domestic partners in the implementation of programming;
• Liaise with local civil society organizations and international organizations;
• Serve as the organization’s representative at local and international conferences and meetings and assists with public outreach;
• Regularly prepare written reports to the organization’s headquarters in Washington, DC that monitor political developments and provide analysis and updates on activities;
• Facilitate collaboration with team leadership, other team members, and as required across other teams to coordinate programmatic activities;
• Liaise closely with the Finance Department on budget and expenses and submit information as required for budget and finance documentation;
• Manage grants issued to local partners; provide technical assistance to partners to ensure good financial management practices, to increase organizational capacity, and to provide skills necessary to carry out their projects;
• Help onboard, train and supervise program officers and program assistants, including assigning work, reviewing their written products.


• Bachelor’s degree or equivalent educational background; advanced degree in a field of study related to international development, political science, management, or a related subject preferred;
• Minimum eight (8) years of experience working in international development; democratic governance; parliament strengthening activities and political processes; experience with an international NGO working with USAID, or other donors preferred;
• Experience in program design, strategic planning, and monitoring and evaluation;
• Strong interpersonal, communication, and networking skills, cultural sensitivity, and a demonstrated ability to build and maintain professional relationships with all levels of staff, US and foreign government personnel, members of donor organizations, funders, and policy makers;
• Outstanding ability to effectively transfer skills and experience to others as a trainer, advisor, and consultant;
• High degree of organization and attention to details;
• Ability to analyze political dynamics, and to collect data, establish facts and draw valid conclusions;
• Ability to identify, define, and effectively and innovatively resolve problems or respond to opportunities;
• Knowledge of USAID processes and practices;
• Fluent in written and spoken English; proficiency in Tibetan preferred; and
• Working knowledge of PC-based word processing, and familiarity with Google software and applications including Google Drive, Calendar, Gmail, etc.
