This is an eleven-month position with an immediate start date. Global Solutions Ventures (GSV) — a joint-venture partnership between ZemiTek, LLC and Dexis— is seeking a Racial and Ethnic Equity (REE) Program Cycle Implementation Advisor to support the implementation of the Racial and Ethnic Equity Technical Guide at the United States Agency for International Development (USAID), Bureau for Inclusive Growth, Partnerships, and Innovation (IPI), Inclusive Development Hub (ID Hub). The ID Hub’s REE team seeks a Program Cycle Implementation Advisor to (a) provide REE Technical Guide implementation assistance to Missions and Washington OUs requesting support, (b) identify REE Technical Guide implementation obstacles and provide capacity building trainings responsive to specific groups’ needs and (c) establish and manage the REE community of practice.

-In collaboration with a selected number of Missions and Washington Operating Units, provide REE Technical Guide implementation assistance; measure the effectiveness of current implementation tools; and provide recommendations for adapting and strengthening the effectiveness of the tools.
-In response to identified gaps and opportunities to further support Missions, design and deliver trainings and/or develop scopes of work for trainings to be delivered by other implementing partners.
-Conduct a Training-of-Trainers to increase knowledge in racial and ethnic equity among civil society organizations


-Hold a bachelor’s (BA) degree in a related field from an accredited institution with 10 years of experience.
-Experience in the implementation of USAID operations, program development systems, and policies at the USAID/Mission level.
-Demonstrated ability to simplify and guide USAID staff in the implementation of USAID policy and technical guidance.
-Knowledge of training design, implementation, and evaluation
-Knowledge and understanding of Inclusive Development concepts and global issues around racial and ethnic equity.
-Demonstrated ability in developing training that incorporates indigenous knowledge and that responds to indigenous self-determination.
-Demonstrated ability to communicate cross-culturally (both verbally and in writing) complex technical issues to generalist audiences.
-Demonstrated ability to work diplomatically and collaboratively, build consensus, and bridge diverse perspectives and interests.
-Demonstrated knowledge and deep understanding of monitoring, evaluation, and learning (MEL) practices in international development and, specifically, at USAID.
-Available to travel 50% of the time.
-Telework authorized.
-Ability to communicate in a second language.
-Demonstrated experience producing visually appealing, accessible, easy to navigate online resources for a wide range of users.
-Demonstrated ability to analyze and synthesize information to present complex issues clearly and concisely, both orally and in writing.
