Duties

The Project and Contract Manager (PCM) is responsible for overseeing the timely and effective management and administration of projects to which he/she is assigned, in the QED Practice Area.

The position is meant to enhance the Project Managers’ experience and knowledge of programs in the assigned Practice Area, technical activities and new business. They will manage their projects, support contracts and compliance, and also assist in both technical assignments and new business developments as able.

Project Management
Acts as an overall point of contact with Project Leadership, Finance and Accounting teams for the projects under his/her supervision.
Ensures the financial and reputational integrity of projects under his/her supervision. Resolve complex implementation issues.
Develops activity budgets and oversee financial management of project budgets; including creating budget forecasting and projections, tracking invoices and project finances.
Reviews monthly project expenditures and send invoices to clients.
Ensures compliance in field projects with host country laws, including labor policies, tax reporting and regulations.
Liaises closely with technical staff to integrate project management and technical oversight in support of effective program delivery.
Supervises Project Coordinators and Assistants in the PMU for projects under his/her supervisi

Qualifications

Bachelor’s Degree or equivalent experience required.
Minimum of 6 to 8 years in for-profit contracting environment managing the administration of USAID and other donor-funded projects.
Significant demonstrable experience in acquisition mechanisms, USAID ADS, FAR, AIDAR and other USG international regulations.
Strong analytical and decision-making skills.
Ability to use logic and reasoning based on a wide range of experience and training to solve complex problems.
Knowledge of project management procedures for planning and processing international development projects, and for establishing plans, specifications, monitoring and management of the development projects.
Detail-oriented, experience developing/managing program budgets.
Required interest in MEL, qualitative and quantitative research methods, Global Health, or organizational learning.
Willingness to travel to overseas locations approximately 10-20% and consider placement on long-term overseas assignments.
Fluency in English required.
Prior experience living or working overseas
