USAID’s Bureau for Humanitarian Assistance (BHA) provides life-saving humanitarian assistance—including food, water, shelter, emergency healthcare, sanitation and hygiene, and critical nutrition services— to the world’s most vulnerable and hardest-to-reach people.

BHA is the lead federal coordinator for international disaster assistance, harnessing the expertise and unique capacities of other U.S. government entities to effectively respond to natural disasters and complex crises around the world.

BHA takes a holistic look at humanitarian aid, providing assistance before, during and after a crisis—from readiness and response, to relief and recovery. This includes non-emergency programming that is foundational to linking humanitarian assistance to long-term development and the journey to self-reliance.


The Program Operations Specialist (POS) / Senior Program Operations Specialist (SPOS) positions are
part of the Talent Acquisition Management and Outreach (TAMO) Team within the Human Resources and
Administrative Management Services (HRAMS) Division. TAMO supports BHA's humanitarian assistance
mandate by ensuring that the Bureau is appropriately staffed in a timely manner and that its
processes, systems, and policies for resource management are streamlined and efficient. The
POS/SPOS will be responsible for providing support to managing operational aspects of the TAMO Team
and HBMO, specifically functions related to procurement, management of contracts for program-funded
personnel, personnel services contracts, program planning, budget/finance, office administration,
and security. The POS and SPOS will liaise with various offices within USAID, including, but not
limited to, BHA's Administrative and Management Services (AMS), the Bureau for Management Office of
Acquisition and Assistance (M/OAA), and Office of Security (SEC).


At the GS-11 Equivalent Level:

• A High School Diploma or its equivalent with at least seven (7) years of office experience in
providing administrative or program support, three (3) years of which must specifically be in the
areas of personnel recruitment or contracting, procurement of goods or services, database
management, or budget review and analysis.


• A Bachelor's degree in any discipline with at least three (3) years of office experience one (1)
year of which must be specifically in the areas of personnel recruitment or contracting,
procurement of goods or services, database management, or budget review and analysis.


• A Master's in any discipline with at least one (1) year of office experience, one (1) year of
which must be specifically in the areas of personnel recruitment or contracting, procurement of
goods or services, database management, or budget review and analysis.


• Specialized experience:
1) Experience in human resources such as reviewing personnel actions for accuracy, researching or
applying policy, records management, or communicating information.
