The Food and Drug Administration (FDA), Center for Veterinary Medicine (CVM), Office of Management (OM), Human Capital Management Staff (HCMS) is seeking qualified applicants to fill the position of Program Analyst. HCMS conducts workforce planning and strategic human capital planning efforts to include assessing future skills needed to ensure the attainment of changing operational goals and objectives. HCMS is also responsible for managing the Center’s talent acquisition process to include advancing outreach efforts for HHS/FDA/CVM’s recruitment of highly skilled individuals.

Duties

As a Program Analyst in the Human Capital Management Staff you will conduct research on laws, regulations, guidelines and procedures to support human resource/capital programs and provide staff members with requested information. You will assist in the analysis of information and data to provide recommendations that support strategic human capital planning and/or programs. Additionally you will assist human capital staff members with the coordination and execution of human capital plans, programs and initiatives.

The beginning salary for this position is $48,670-$77,396 (GS-7 grade level/GS-9 grade level). The vacancy announcement will be open from 2/11/2020 - 3/12/2020.

Qualifications

To qualify for this position applicants must demonstrate the ability to the ability to analyze information and data to identify significant factors, gather pertinent data, and recognize solutions; assist in the coordination of plans, programs and initiatives; and use computer applications such as Microsoft Office Suite to create reports, graphs, pivot tables and/or databases OR have at least one full year of graduate level education in a field that is directly related to the work of the position OR have a bachelor's degree in a related field AND meet the Superior Academic Achievement Provisions set by the Office of Personnel Management (OPM). This position is located in Rockville, Maryland and is available immediately.
