About the organization

Consular Affairs (CA) is the public face of the Department of State for millions of people around the world. CA is responsible for the welfare and protection of U.S. citizens abroad, for the issuance of passports and other documentation to citizens and nationals, and for the protection of U.S. border security and the facilitation of legitimate travel to the United States. CA also has a significant domestic presence, most notably the 29 U.S. Passport agencies and centers, 26 of which deal directly with the U.S. public. These far-reaching consular activities have broad foreign policy and domestic political implications and involve serious legal, humanitarian, and management concerns. Responsibility for these functions is vested within the Department of State in the Assistant Secretary for Consular Affairs and for their implementation abroad in consular officers assigned to embassies and consulates abroad.

Duties

This position is located in the Adjudication Section of the Buffalo Passport Agency where the incumbents serve on a rotational basis in the Regular Adjudication and Public Application Units. Incumbents receive and examine passport applications for completeness and verification of the identity of the application and examine the evidence of citizenship submitted with the application to determine authenticity.

Responsibilities:
• Receives and examines applications for the issuance, amendment and replacement of passports forwarded by acceptance agents or presented in person by applicants or applicants' representatives.
• Reviews applications for completeness, affirmation of truthfulness, presence and authenticity of required entries, signatures and photographs, and fees.
• Examines evidence of citizenship to determine authenticity and adequacy in relation to required laws, regulations and procedures for the issuance of passports, and to confirm facts as recorded on application.

Qualifications

Applicants must meet all the required qualification requirements, including education, and any selective placement factors described below by the closing date of this announcement.

NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement.

Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.

Applicants applying for the GS-07 must meet one of the qualification requirements listed below:

A. Completion of at least 1 full year of specialized experience (equivalent to the GS-05 level in the Federal service) that demonstrated knowledge of the immigration and/or nationality laws of the United States.

OR

B. Completion of 1 full year of graduate level education in law, or other administrative or management fields related to the position.

OR

C. A bachelor's degree from an accredited college or university AND you meet a provision of superior academic achievement

OR

D. Combination of graduate level education and specialized experience

Security Clearance: Following a Conditional Offer of Employment (COE), selectee must undergo a background investigation for a Secret level security clearance.

Salary

$48,640 - $63,231
