The Pacific Community (SPC) invites applications for the position of Partnerships Officer within its Office of the Deputy Director-General (Operations and Integration). This position will be located at its headquarters in Noumea, New Caledonia.
The Pacific Community (SPC) is the principal scientific and technical organisation in the Pacific region, supporting development since 1947. We are an international development organisation owned and governed by our 26 country and territory members. In pursuit of sustainable development to benefit Pacific people, our unique organisation works across more than 25 sectors. We are known for our knowledge and innovation in such areas as fisheries science, public health surveillance, geoscience, and conservation of plant genetic resources for food and agriculture.
The role – the Partnerships Officer will be responsible for contributing to and supporting the development and management of SPC’s partnerships and resource mobilisation activities with significant donors.
The key responsibilities of the role include the following:
1. Country and donor liaison support, and contribution to the management and monitoring of SPC’s multi-year partnerships with members such as Australia, France, New Caledonia and New Zealand, as well as relationships with other key partners such as the European Union
• Supporting negotiations with development partners and countries to develop a strong relationship and understanding of the role of SPC, and respond to opportunities and challenges as they arise.
• Supporting liaison with relevant Government or development partner contacts, SPC programmes/staff and other stakeholders as required.
2. Preparation of progress reports, proposals, communications and other tasks as required to support the partnerships
• Preparing corporate presentations for senior colleagues for existing and potential donors on various thematic, country and integrated programmes.
• Assisting with drafting and preparing funding agreements and arrangements, following up on their clearance.
• Assisting with the management of contributions; provide advice, support and guidance as needed, identify and solve any difficulties which may arise.
3. Contribution and support to senior colleagues on matters such as design and development of strategic projects, preparation of reports, development partner requirements and procedures, monitoring and evaluation, learning and case studies, programmes and projects
• Preparing high quality written outputs, including briefing materials for the Executive and Directors for their outreach initiatives; donor profiles and analyses of funding trends and opportunities.
• Promoting partnership and fund-raising activities across SPC, by providing guidance with regard to donors' priority areas of interest.
• Monitoring and evaluating SPC’s partnerships and cooperation programmes to facilitate interaction with donors and countries and, where necessary, to suggest corrective actions or new partnership opportunities.

Key selection criteria
• Bachelor’s degree in political or social sciences, business management, law, international relations, or a related field, is required.
2. Technical expertise
• A minimum of three years of progressively responsible professional work experience, including at the international level, involving technical cooperation and public relations/fund-raising is required.
• Good knowledge and understanding of technical cooperation, resource mobilization and development of partnership with governments, civil society organizations and the private sector.
• Able to apply sound judgement in the context of assignments given.
• Very good research, conceptual analytical and evaluative skills and the ability to identify and contribute to the resolution of problems/issues.
• Excellent computer skills (Microsoft Word and Excel).
3. Language skills
• English and French are the working languages of the SPC Secretariat. For this position fluency in both languages is required (both oral and written).
4. Interpersonal skills and cultural awareness
• Demonstrated cultural sensitivity and awareness, and the ability to effectively work with stakeholders and team members from different cultural backgrounds.
• Strong understanding and appreciation of Pacific culture and ways of operating.
Salary, terms and conditions
Contract Duration – This position is budgeted for 3 years and is subject to renewal depending on performance and funding.
Due to the current travel restrictions caused by the global COVID-19 pandemic, and the priority SPC places on its staff safety, health and well-being, please note that there may be delays in taking up the appointment. These matters will be discussed thoroughly with successful candidates. In most cases, any appointment and on-boarding would only commence when relocation to the duty station is permitted.
Remuneration – the Partnerships Officer is a band 8 position in SPC’s 2021 salary scale, with a starting salary range of SDR (special drawing rights) 2,850-3,467 per month, which converts to approximately XPF 417,231-507,450 (USD 3,962-4,819; EUR 3,496-4,252). An offer of appointment for an initial contract will normally be made in the lower half of this range, with due consideration being given to experience and qualifications. Progression within the salary scale is based on annual performance reviews. SPC salaries are not presently subject to income tax in New Caledonia.
Benefits for international staff employees based in New Caledonia – SPC provides subsidised housing in Noumea. Establishment and repatriation grant, removal expenses, airfares, home leave travel, health and life and disability insurances and education allowances are available for eligible employees and their eligible dependents. Employees are entitled to 25 working days of annual leave per annum and other types of leave, and access to SPC’s Provident Fund (contributing 8% of salary, to which SPC adds a matching contribution).
Languages – SPC’s working languages are English and French.
