Duties

Reviews and evaluates the administrative review of applications and documents associated with individual and sludge permit applications and registrations, general permit notices, and permit by rule authorization applications for the Water Quality Division (WQD); Provides technical assistance to external and internal customers about program requirements and application submittals.

Evaluates individual and sludge permit applications and registrations, general permit notices and permit by rule authorization applications while meeting short deadlines to ensure completeness, accuracy, and compliance with state and federal rules, policies, and guidelines. Provides rule and policy interpretation for applicants, their representatives, and the public. Drafts Notice of Deficiency (NOD) letters using agency correspondence guidelines with no substantive errors. Tracks and evaluates applicant responses to NODs within established time frames. Prepares Notices of Receipt of Intent (NORI) to obtain a permit for individual permits and registrations; and generates registrations or certificates of issuance for general permits.
Prepares draft permit packages within established timeframes. The draft permit package includes the draft permit, fact sheet, Notice of Preliminary Decision (NAPD), and associated documents.
Maintains and updates application and permit data in the Central Registry-Authorization and Remediation Tracking System, Permit and Registration and Information System

Qualifications

Bachelor’s degree. One (1) year of experience in data analysis, environmental quality management, public utilities, business administration, or related field; or equivalent combination of education and relevant experience may be substituted as appropriate.
Excellent communication skills.
