Long-Term Analyst for Legal Framework-Zimbabwe

The National Democratic Institute (NDI) is seeking a Long-Term Analyst (LTA) focusing on the legal framework for the International Election Observation in Zimbabwe (IEOZ). The IEOZ seeks to promote a more transparent, inclusive, and legitimate electoral process and demonstrate an international interest in and commitment to the credibility of Zimbabwe's 2023 harmonized elections through international observation based on regional and international standards. Working in close coordination with NDI/HQ in Washington, DC and based on NDI's established international observation methodology and in consultation with the Chief of Party (COP), this LTA position would focus on analyzing all aspects of the legal framework, including the content of election-related laws; application and adherence to those laws and function of legal institutions.

Duties

Responsibilities:

*Analyze legal framework for elections in relation to regional and international standards as well as best practices.
*Provide a qualitative and quantitative analysis of key institutions' adherence to the legal framework as they relate to election administration, the electoral process, and the resolution of election-related disputes.;
*Become familiar with Zimbabwe's constitutional and legal framework for elections with an emphasis on legal requirements and guidelines for the Zimbabwe Electoral Commission (ZEC);
*Prepare briefing materials and talking points on the performance of the ZEC in the administration of the elections and the Judiciary on the adjudication of election-related matters, and offer advice to the Chief of Party, Deputy Chief of Party, Core Team, Long-Term Observers (LTOs) and Short-Term Observers (STOs) as requested and as necessary;
*Attend meetings, hearings, and sessions hosted by the ZEC, civil society organizations (CSOs), courts, political parties or other related bodies;
*Monitor reporting and resolution of election-related complaints and disputes by candidates and political parties;
*Work closely with the Deputy Chief of Party (DCOP) to ensure that LTOs are provided guidance, training, and briefings to effectively observe application of legal framework and election administration in their geographic regions;

Qualifications

Qualifications:

*Bachelor's degree preferably in international relations, law, political science, gender studies or related subject.
*A minimum of five (5) years relevant professional work experience at the national or international level implementing programming in the field of democracy and governance, with experience during election processes preferred.
*Demonstrated ability to work under pressure in a sensitive political environment.
*Demonstrated ability to work as a member of an internationally and culturally diverse team, while maintaining impartiality and objectivity.
*Exceptional interpersonal and managerial skills and cultural sensitivity to effectively interact with all levels of local stakeholders and foreign government personnel.
*Excellent verbal and written communications skills to effectively present information in a clear and persuasive manner.
*Analytical skills for interpreting complex program and political issues.
