The duties may include, but are not limited to:
Administers international capacity building and scientific exchange programs.
Drafts and proofreads documents for accuracy as well as advising management on policies and procedures.
Expertise in grants and contracts management, including working with stakeholders.
Provides advice to senior leaders, mentors, and leads junior staff in program and grants management services.
Analyzes and develops strategies for addressing agricultural trade capacity issues.
Drafts briefing papers and presents recommendations to senior management.
Drafts briefing papers, issue papers and other documents pertaining to agricultural issues.


TIME-IN-GRADE: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled.

FOR THE GS-09 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-07 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates:
Experience providing administrative and logistical support services;
Experience working on international capacity building, technical assistance, or training programs, and the like, in the subject areas including but not limited to international/agricultural development and trade, sanitary and phytosanitary issues, agricultural policy, and international agreements;
Experience performing research and analysis within a larger project and independently handling portions of larger project while serving as a member of a team; and
Experience working with international partners and stakeholders.
OR master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related.

Equivalent combinations of education and experience are qualifying for this grade level.


$60,129 to $78,167 per year
