About the organization

U.S. Department of State, Bureau of Global Talent Management, Office of Talent Services (GTM/TS) is based in Charleston, SC, and runs several Department-wide programs, in addition to services for client bureaus.

The Recruitment and Staffing (R&S) Branch provides recruitment and staffing services for over 30 client bureaus and offices within the Department of State. We are responsible for the hiring process of Civil Service positions through the GS-15 level for our clients.

R&S aims to attract highly qualified candidates through both competitive and noncompetitive recruitment strategies. Duties

Provide comprehensive recruitment and placement consultative and advisory services to clients and hiring managers.

Create job analyses, develops crediting plans, and makes eligibility and qualifications determinations for both Merit Promotion and Delegated Examining recruitment efforts.

Utilize automated systems to process personnel actions in accordance with established policies and procedures.

Participate in special projects or initiatives to standardize and streamline HR processes and procedures.

Qualifications

Qualifications based on an evaluation of a candidate’s education and qualifying experience.
