About the organization

The United States Refugee Admissions Program (USRAP) operates world-wide with a target of providing resettlement opportunities to 30,000 or more refugees each year. IOM provides a range of services and support to the USRAP including, but not limited to, case processing, migration health assessments, cultural orientation training, organized transportation and administration of a travel loan and collections program.

Duties

HUMAN RESOURCES ADMINISTRATION
• Coordinate and monitor the human resources of the IOM New York, IOM Loan Collection and 5 POEs sub- offices in accordance with the organization’s regulations, instructions, policies, procedures and practices and in light of operational activities of the office.
• Assist in setting-up and implementing effective administrative procedures and internal controls; review audit recommendations on Human Resources matters and coordinate and implement them.
• Advice and counsel staff in respect of rights, responsibilities and difficulties associated with work and entitlements. Analyse complex cases and issues and assist the Global Program Coordinator in finding and recommending solutions. Suggest effective and workable mechanisms to ensure accurate and responsive administration of benefits and entitlements.
• Coordinate extensively with the Regional Office, Administrative Centers in Manila and Panama and Human Resources Management in Geneva on a range of different Human Resources issues.
• Plan and coordinate the work of the HR Section. Train and supervise the HR Assistants.
Perform other duties as may be assigned.

Qualifications

Education

- Bachelor’s degree in Human Resources, Business Administration or related field with two years of relevant professional experience;
- Master’s degree in above or related field.


Experience and Skills

• Prior work experience with international humanitarian organizations, non-government or government institutions/organization in a multi-cultural setting is an advantage.
• Experience in IOM administrative and financial management;
• Experience in the usage of office software packages (MS Word, Excel, etc.) and knowledge of spreadsheet and data analysis;
• Experience supervising the development and implementation of administrative control procedures.

• Excellent communication and negotiation skills; proven ability tp prepare clear and concise reports;
• Excellent analytical skills, strong strategic and creative thinking;
• Effective resource management skills, ability to supervise staff and coordinate administrative activities;
• Flexibility and open management style, ability to make effective decisions under time pressure;
• Personal commitment, efficiency, flexibility, drive for results;
• Demonstrated gender awareness and gender sensitivity;

90,000 per year
