About the organization

The Center for Consumer Information and Insurance Oversight (CCIIO) is charged with helping implement many reforms of the Patient Protection and Affordable Care Act (ACA) related to private health insurance. Within CCIIO, the Marketplace Plan Management Group (MPMG) operates the Federally-facilitated Marketplace and creates policy for health insurance coverage that affects millions of people. We are committed to furthering health equity and ensuring affordable, quality health care coverage is available to all Americans.

This position is based in the Baltimore-Washington, D.C. metro area.

Duties

Are you interested in working with the United States Department of Health and Human Services on high-profile and cutting edge projects that benefit millions of Americans? The Centers for Medicare and Medicaid Services (CMS) is seeking highly motivated team players who are critical thinkers, creative problem solvers, and analytically minded.
CCIIO is charged with helping implement many reforms of the ACA related to private health insurance. Within CCIIO, MPMG administers the Federally-facilitated Exchange and other related programs, which is how over 21 million people in over 25 states get coverage.

Key responsibilities may include:

• Reviewing and analyzing healthcare data for compliance with regulatory standards such as network adequacy and ensuring that benefit designs are non-discriminatory,
• Conducting research and developing quantitative and qualitative analyses to inform policy development,
• Developing policies and regulations to ensure that benefits and coverage meet the needs of a diverse population and advance health equity,
• Providing training, registration, outreach, technical assistance, and oversight of Marketplace-registered agents and brokers,
• Implementing and improving project management processes and data systems, and
• Communicating with states, health insurers, and other key entities regarding health plan data and program and policy development.

Qualifications

We seek motivated, self-directed, mission-driven candidates with strong project management and critical thinking skills. A successful candidate will demonstrate ability to conduct program and policy analyses, as well as complete complicated and large projects involving multiple stakeholders and systems. Experience with data analysis, public and/or health policy, legal and legislative analysis, and research and writing are a plus.

Salary

Salary: GS-9 to GS-13, depending on qualifications: • GS-9 $68,405 - $88,926 • GS-11 $82,764 - $107,590 • GS-12 $99,200 - $128,956 • GS-13 $117,962 - $153,354
