About the organization

The Office of Inspections (ISP) provides the Department of State (Department) and the U.S. Agency for Global Media (USAGM) with systematic and independent assessments of mission leadership, policy implementation, resource management, and management controls. Inspections assess the effectiveness of programs; identify potential efficiencies and cost-saving measures; encourage self-evaluation and correction; and identify programs and recommend solutions. The office's work encompasses both overseas and domestic operations.

ISP has responsibility for conducting 1) inspections of Foreign Service posts and missions; 2) inspections of domestic bureaus or operating units; and 3) special reviews or evaluations of specific activities, programs, problems, or issues. The inspection process includes several phases: 1) preparation and survey; 2) on-site data gathering and analysis; 3) report preparation and issuance; 4) compliance analysis and evaluation; and 5) compliance follow-up reviews.

Duties

The U.S. Department of State OIG is looking for an entry-level candidate to serve as a foreign assistance inspector. Our office conducts inspections and evaluations of Department of State foreign assistance programs that cover the entire range of the Departments programs in areas such as global health, security assistance, democracy and governance, counterterrorism, and humanitarian assistance. Responsibilities include leading reviews of contract, grant, and cooperative agreement files; assessing bureau and embassy compliance related to security vetting, financial management, and program and project design; and assessing program performance against stated objectives. The job involves overseas travel, typically twice a year, for field work in support of overseas inspections, which may include travel to developing countries and conflict zones.

Our inspection teams are typically led by retired U.S. Ambassadors and are staffed with a mix of Foreign Service and Civil Service subject matter experts. Qualifications

The ideal candidate would have experience in monitoring and evaluation, OIG or other oversight work, or Department of State and USAID program management. Familiarity with Department of State programs and operations is a distinct advantage. Competitive candidates will have a bachelor's degree or higher in international relations, political science, history, regional studies, economics, and related fields.

Salary

$48,670 (GS-7/13 career ladder position)
