About the organization
The Upper Occoquan Service Authority (UOSA) is a state-of-the-art water reclamation plant located in Centreville, VA. UOSA was created in 1971 to transform the Occoquan Watershed from a largely rural area to a predominantly urban/suburban region mandated by the Occoquan Policy.
In 1978, the UOSA Regional Water Reclamation Plant, commenced operations and replaced eleven small secondary treatment plants in the region. Since that time, water quality in the Occoquan Reservoir has steadily improved and the reliable, high-quality effluent produced by UOSA has increased the safe yield of the Reservoir.
UOSA’s product water flows by way of Bull Run to the Occoquan Reservoir, a major water supply source for over 1.3 million people within the areas, which include Prince William County, Fairfax City, City of Manassas and Manassas Park. We pump 54 million gallons of water per day and sit on 455 acres.
The Engineer I serves as UOSA Project Manager in overseeing tasks associated with facilities’ expansions or modifications. Work in this class involves the application of engineering knowledge and skills to a variety of UOSA construction programs. Project engineering, management, and communications skills are paramount, as this class will serve as the Project Engineer/Manager/UOSA Representative for some very complex projects. Work assignments are broad in scope and require engineering acumen to make professional and technical decisions of appreciable difficulty. The work is performed under the general direction of the Capital Improvement Section Manager or the Director of Technical Services.
The Engineer II serves as Project Engineer and/or Project Manager on projects of various sizes. Performs a wide variety of engineering and management tasks related to coordination of facilities’ operation, engineering, and design. Completes permitting (wetland, occupancy, building, etc). Assists in administration of design and construction contracts. Coordinates complex engineering projects. Works with other Engineers, Technicians and Inspectors; and performs related work as required.

• Engineer I:
o Graduation from an ABET-accredited four year college or university with a Bachelor of Science Degree in Civil Engineering; or any combination of education, experience, or training which provides the required knowledge, skills and abilities.
o Engineer-in-Training (EIT) certification is required; Professional Engineer license is preferred.
• Engineer II:
o Graduation from an ABET-accredited four year college or university with a Bachelor of Science Degree in Engineering, BS Civil Engineering is preferred; or any combination of education, experience, or training which provides the required knowledge, skills and abilities.
o Possession of Engineer-In-Training (EIT) certification is preferred.
• Knowledge of design, construction, and operational principles and practices of water or wastewater treatment and conveyance systems and facilities.
• Experience in civil engineering and construction projects including experience in planning, designing, and constructing water or wastewater treatment and/or conveyance facilities.
• Must be able to provide technical reviews of plans, specifications and shop drawings; develops technical specifications and engineered design.
• Understanding of critical path method (CPM) scheduling.
• Must be able to handle the physical requirements of the position, which include walking, bending, stooping, climbing stairs and ladders, and lifting/carrying up to 50 pounds.
