Drive sales outcomes to Maryland public and private clients, growing a profitable pipeline and backlog of sales, through deal origination, sales negotiations, and closure
Drive the business development process on a broad range of complex sales pursuits that grows market share for the company and advances client relationships in alignment with the region’s strategic business plan
Using the region’s strategic business plan as a roadmap, develop a pipeline of medium to long-range (2 – 3 years) sales opportunities at the Municipality, State and Federal levels
Originate and sell turnkey deals with various phases, including land acquisition, design, construction and maintenance, and a value range of ~$1M to $50M+
Leverage RES’s internal solutions analysts to research and vet new market opportunities and optimize sales activity within target customer segments
Lead strategic local market business development with clients and third-party stakeholders
Assemble and manage a network of stakeholders, which may include end client and NGO, to access federal grant sources to fund or partially fund projects with contract value range of $1M to $50M+.
Represent RES’ business interests in liaising with industry groups, outside stakeholders, and 3rd party lobbyists with a goal of furthering RES’ presence and influence within the Region


5 or more years of experience in shaping, negotiating and closing complex deals valued at $2M+
Existing relationships with State, County, and City Government Executives in MD
Ability to travel up to 50% within the state

Masters or other advanced degree program relevant to RES’ business model
Seven years of experience in business development, consulting or design and execution of water quality projects
Knowledge of the MD regulatory environment
Experience with relevant environmental regulations and permits/approvals (e.g. CWA 404/401/402, NWP/IP, NPDES, ESA),
Direct working experience with RES client base (energy, oil, gas, transportation, utilities) and/or third-party stakeholders detailed herein
Experience in procuring federal funds for coastal resiliency, flood mitigation or other efforts to combat climate change
