The U.S. African Development Foundation is an independent US government agency. USADF invests in African grassroots organizations, entrepreneurs and small and medium-sized enterprises. USADF promotes local economic development; and creates pathways to prosperity for marginalized populations and underserved communities. Utilizing a community-led development approach, USADF provides seed capital and local project management assistance improving lives and impacting livelihoods while addressing some of Africa’s biggest challenges around food insecurity, insufficient energy access, and unemployment, particularly among women and youth. Over the last five years, throughout Africa’s Horn, Sahel and Great Lakes regions USADF has invested more than $115 million dollars directly into over 1000 African owned and operated entities, and impacted over four million lives.
1. Serves in a senior leadership capacity in the development, management, implementation and assessment of the Agency’s strategic and program plans. Leads strategic planning efforts for the Program Division, and as a senior manager, participates at the Agency level, providing technical advice and programmatic guidance.
2. Oversees and leads the development of program strategies across all regions ensuring consistency with and support for the strategic and business planning at the corporate level. Coordinates and collaborate strategy development efforts in order to integrate current and future public-private partnership(P3) opportunities and plans into regional planning efforts. Provides to leadership for the identification of program priorities. Ensures strategies maximize the synergies among program areas across all regions.
3. Oversees all Regional Program operations ensuring compliance with Federal laws and regulations and compliance with overarching USADF mission and goals, and internal policies and procedures. Facilitates and optimizes cross team collaboration to ensure efficient program operations. Defines and facilitates consistent program operations and ensures effective regional and country operations planning, budgeting, implementation, reporting, remediation and evaluation processes.
4. Provides program and policy guidance for the grant and cooperative agreement planning, development and implementation to include outreach and solicitation of proposals.
Selective Placement Factor (SPF): Extensive experience with marginalized populations in developing countries of Africa and the socio-economic conditions associated with these marginalized populations, in order to develop strategic and sound approaches to address the needs represented.
In addition to the SPF, to minimally qualify for the Chief Program Officer, GS-0301-15 position, qualified candidates must possess a minimum of 52 weeks specialized experience at the GS-14 or equivalent leading the development, execution and evaluation of program strategies of a public or private donor program or international development assistance organization.
