The Office of General Counsel located within the Department of Commerce is looking for a smart, energetic, and innovative individual who takes initiative and has new insights into situations; questions conventional approaches; encourages new ideas and innovations; designs and implements new or cutting edge programs and processes. The ideal candidate will have demonstrated experience as a Budget Analyst for a large operating unit. This position is located in the Executive Office of the Office of General Counsel. The Executive Office provides administrative resource management, budget execution, human resources management, property accountability and program governance and controls in support of the Office of General Counsel’s mission to provide legal services to the Department of Commerce and its operating units. The staff of the Executive Office builds strategic relationships to achieve continuity of common goals to ensure the development and implementation of policies and procedures.

Duties

Performs a wide variety of administrative and analytical duties connected with the review, justification and presentation of the budgets for the Office of the General Counsel.
Uses expert knowledge of Federal Government budget analysis theories, policies, practices, and procedures in participating with the OGC Executive Officer and Departmental officials in planning and coordinating budget activities and in formulating recommendations on all budgeting aspects of OGC’s funding and budget structure.
Plans manages and coordinates a wide range of complex financial management activities, such as commercial payments, travel, interagency agreements, reimbursements, working capital fund, billings and recoveries, appropriations, and transfer of funds.
Oversees budget formulation and execution operations for assigned legal programs and activities to ensure proper use of resources and operations within OGC’s financial limitations.
Maintains close surveillance of all obligation of allocations in comparison to allotments through the Status of Fund (SOF) process.
Based on analysis, makes recommendations to the Executive Officer and OGC managers regarding adjustment of funds and documents any and all allocation changes for all funded units.
Provides advice to top management on the Federal budget process.
Coordinates the collection, analysis, and compilation of budgetary data for recurring management and budget reports reflecting program progress and resource requirements.

Qualifications

• One year of specialized experience or time-in-grade in a position equivalent to the next lower grade (GS-12). Specialized experience is defined as work that has equipped you with the knowledge, skills, and experience to successfully perform the duties of this position. Examples of qualifying specialized experience include:
o Experience processing invoices and related payments to include oversight in tracking.
o Experience formulating and executing a budget
o Experience performing comprehensive analysis and make recommendations to the Executive Officer and OGC managers regarding adjustment of funds and documents any and all allocation changes for all funded units
o Experience conducting financial analyses and provide expert technical budget advice to program leadership.
o Providing expert guidance on the use of automated financial systems; monitoring financial data for accuracy and correctness.
