The Agricultural Marketing Service (AMS), Commodity Procurement Program (CPP) purchases a variety of 100% domestically produced and processed commodity food products. These purchases support American agriculture by encouraging consumption of domestically-produced foods. The wholesome, high-quality products purchased by USDA—collectively called USDA Foods—are delivered to schools, food banks and households in communities across the country, as well as international feeding programs, and are a vital component of our nation’s food safety net. AMS develops products and purchase program technical requirements, manages the Web-Based Supply Chain Management System (WBSCM), and conducts the procurements (solicitations, awards, and contract management) in accordance with Federal regulations and USDA policy. AMS issues solicitations and makes purchases for over 200 different USDA Foods on an ongoing basis. AMS CPP strongly believes in purchasing high- quality products to feed the hungry domestically and abroad.

Duties

  • Coordinates Agency-wide procurement activities of fresh and processed fruits and vegetables, dry beans, nuts, dairy, meat, meat products, fish, fish products, poultry and poultry products for distribution and use in child nutrition and other domestic nutrition programs, including those for the elderly and needy families.
  • Coordinates Agency-wide procurement activities of fresh and processed fruits and vegetables, dry beans, nuts, dairy, meat, meat products, fish, fish products, poultry and poultry products for distribution and use in child nutrition and other domestic nutrition programs, including those for the elderly and needy families.
  • Reviews and analyzes relevant production and price data, and makes recommendations concerning the need for surplus removal purchase programs.
  • Prepares announcements, invitations to bid, requests for information, requests for proposals, and related contractual documents in the administration of contracts.
    Performs detailed analysis of bids received by using processes and procedures designed to ensure the most advantageous awards for USDA nutrition assistance programs.
  • Conducts contract administration duties, including the analysis and resolution of contractor-requested waivers of requirements, recipient-requested destination changes, shipment issues, delivery issues, and other administrative duties.
  • Serves as point of contact for contractors on invoice issues; and coordinates contract closeout activities.
  • Seeks and develops a sound relationship with contractors, industry organizations, and other interested parties to acquire timely technical information and to secure ideas for new programs and to determine needed changes in ongoing programs.

Qualifications

4-year course of study leading to a bachelor's degree or 3 years of general experience (1 year of which was equivalent to a GS-4)

Salary

$37,113 - $106,102
