As required, serves as project manager, leader, or coordinator for groups within the Program or Agency to carry out projects or develop solutions to complex policy and operational issues.
Conducts analyses of system development and implementation plans, and related documents for the SNAP, in order to evaluate and determine the overall efficiency and effectiveness of program operations.
Oversees user acceptance testing to ensure system requirements are met prior to release of new system versions.
Reviews test scripts and demonstration plans, as needed.
Performs evaluations and recommends corrective actions if/as necessary.
Develops and prepares training materials; conducts training.
Provides informal training on SNAP operations to contractor staff and systems users, explaining systems procedures and processes to ensure understanding.
Provides technical assistance to systems users and manages help desk functions, interpreting analytical data for non-technical staff.
Ensures that data integrity is maintained and provide analysis of program data to managers and supervisors involved in program management.
Monitors contractor work, ensuring that proper procedures are followed to maintain the integrity of program operations, and that work is completed within budgetary allowances.
You must have one year of experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal Service. Specialized experience for this position includes interfacing with customers to gather and clarify business requirements and timeline expectations; explaining technical subject matter to non-technical audiences; communicating with various levels of management and technical support to successfully accomplish work; developing business requirements for IT development and implementation; conducting qualitative analyses to evaluate effectiveness, efficiency and productivity of technology solutions projects/programs; and applying knowledge of business analysis or project management principles and practices.
NOTES: The experience may have been gained in either the public or private sector. One year of experience refers to full-time work; part-time work is considered on a prorated basis.
