Division & Project Overview:
The International Development Group (IDG) is one of three international program divisions at URC/CHS and manages health field programs funded by USAID and CDC in Africa and the Latin America region with key focus areas improving health systems performance, including management support systems, and quality of care in maternal and child health, family planning, HIV/AIDS, TB and nutrition.

Global Reading Network – Reading within Reach Project - The aim of this 5-year initiative is to build a Community of Practice, a professional network focused on improving reading outcomes in the primary grades. This network will bring together governments, practitioners, civil society organizations, academics, funders, UN agencies, and other stakeholders invested to work collaboratively to improve quality and expand the reach of reading interventions around the world. A sub goal is to assist the global partners in the development of indicators and metrics that relate to the monitoring and assessment of the reading skills of children in a reliable manner.

Roles and Responsibilities:
URC-CHS seeks a Director/Community Practice to provide leadership in building a Global Reading Network and knowledge management related to primary grade reading improvement in Developing countries. The Director/Community of Practice will be responsible for overall and day-to-day management of contract activities, involving multiple tasks across multiple locations.

Primary responsibilities include but are not limited to the following:

  • Provides a high level strategic vision for the reading agenda and high level skills and experience in convening collaborative communities of practice, professional networks, consortia, or related groups.
  • Represents URC to donors, implementing partners and a wide range of other organizations involved in reading policy and programs.
  • Fosters and maintains relations and partnerships with multiple stakeholders, including the Global Partnership for Education, UN agencies, INGOs, and governments
  • Maintains and manages the relationship with USAID.
  • Organizers, directs, and coordinates the planning and production of all contract support activities.
  • Supports the formation of a steering group and ongoing engagement with the group
  • Plans, leads, and provides technical guidance for technical working group meetings
  • Leads the organization of bi-annual meetings in the United States and overseas
  • Leads development and implementation of work plans
  • Leads development and implementation of a sustainability plan for the network
  • Provides managerial and technical oversight of the Reading within Reach staff
  • Provides financial management of the project.


Required Experience & Qualifications

  • Minimum of 10 years' experience working in development, preferably in education or other social sector.
  • Five years' experience in education focused on developing countries.
  • Five years' experience creating, leading, or otherwise extensively involved in a community of practice or similar professional organization.
  • Master's degree in a related field required; Ph.D. preferred.
  • Demonstrated high-quality writing, editing, and proofreading skills.
  • Demonstrated ability to work effectively with team members, providing leadership in communication skills, coordination of specific tasks, collaboration, and mutual support.
  • Professional judgment demonstrated through a work and education history that supports the ability to multi-task and meet demanding assignments under tight deadlines in a team-oriented environment.
  • Excellent organizational skills and attention to detail.
  • High comfort level with writing reports, analyzing and summarizing data from diverse sources, interviews, meetings, surveys and focus groups, and ability to deliver work on a timeline.

Desired Experience & Qualifications

  • Strong presentation skills.
  • Candidates with a wide range of publications and conference presentations.
  • Understanding of challenges of primary grade reading education in the developing countries
  • Candidates speaking French, Spanish, or Arabic in addition to English.
