The General Services Administration, Region 2, Northeast and Caribbean Division, Public Buildings Service (PBS) announces an open call for resumes from Returning Peace Corps Volunteers (RPCVs) and transitioning Peace Corps staff with noncompetitive eligibility (NCE).

As a Realty Specialist in the General Services Administration, Public Buildings Service (PBS), the incumbent will perform a variety of real estate work related to the acquisition of real property.

Major duties are as follows:

  • Reviews procedures for processing space requests, including funding practices.
  • Receives space and facility needs requests primarily for general office use and some special purpose. As directed by a higher graded specialist, determines proper amount of space authorized for use of requesting office, consults with agencies on requirements, amount and type of space, and verifies routine program and operating requirements of agencies. Assists in developing specifications for any required space preparation/changes and in verifying funding requirements.
  • Accompanies and/or assists a higher-graded specialist in conducting market surveys of offers. Performs routine data gathering as part of such surveys, e.g., obtains data on rental rates, percentage of vacant space, etc.
  • In conjunction with a high-graded Realty Specialist, conducts routine negotiations with offers over price. RLP requirements, lease terms and conditions, etc., in order to obtain the most favorable offer to the Government.
  • Performs routine lease administration functions in direct support of regional lease acquisition, administration and enforcement programs.
  • Identifies situations of noncompliance and/or other discrepancies to the attention of the team leader and/or supervisor. Prepares documentation to follow up lessors regarding noncompliance with lease provisions.
  • Assists in the assignment and reassignment of

Federally-owned, leased and rent-free space.

  • Serves as a member of a project team for projects in Federal space. Works with tenant agency personnel, developers, contractors or other technical personnel to review the agency's space request; recommends the specific amount and type of space required.
  • Coordinates the completion of the Occupancy Agreements on all Federal and lease projects.

This position is part of the Emerging Leaders Trainee Program, which is a three year developmental training program beginning with the GS-7 level and ending upon full performance career level at GS-12. The incumbent receives training enabling him/her to perform the full range of duties described in the Full Performance Position Description at the conclusion of the training program. The GS-7 salary range starts at $39,179.00 per year for San Juan, PR duty location if you meet the qualification and eligibility requirements listed. When classification, qualification and training requirements have been met, the incumbent may be promoted to the next higher grade level in the career progression.



  • Current noncompetitive eligibility.

In order to qualify at the GS-07 level you must possess one of the following:

  1. SPECIALIZED EXPERIENCE: One year of specialized experience equivalent to the GS-05 level in the Federal Service. Specialized experience is experience performing routine realty work assignments or projects. Such experience includes communicating with a variety of individuals to analyze and resolve realty problems; applying basic real estate contract law; or assisting others with preparation of realty documents or contractual agreements. OR
  2. GRADUATE EDUCATION: One full year of graduate level study, or a Master's or higher degree (e.g. LL.B., J.D., LL.M., Ph.D) in a field that provided the knowledge, skills, and abilities necessary to perform the work of a Realty Specialist. OR
  3. B.A./ any field that was supplemented by SUPERIOR ACADEMIC ACHIEVEMENT.* OR
  4. A combination of specialized experience and graduate level education as described in “A” and “B” above that, when combined, fulfills the requirements.

About Your Noncompetitive Eligibility (NCE):
Before you apply for a position where noncompetitive eligibility (NCE) is a qualification, it is important to be sure you have current NCE status. Employers who are only looking for NCE candidates cannot hire someone without this status. In order to ensure that Federal agencies continue to promote this hiring mechanism, we ask you to not apply for NCE positions if you do not have current NCE.

  • RPCVs are awarded one year of noncompetitive eligibility that begins the day after their COS date. It can only be extended by the hiring agency (not Peace Corps) if an RPCV is in graduate school full-time, enters the military, or engages in another activity that the hiring agency thinks warrants an extension. NCE can be extended for two years beyond the initial one-year period, for a grand total of three years. Three years after the COS date, your NCE is no longer valid, regardless of your circumstances.
  • RPCVs who have completed less than one year of service (including training time) will not receive NCE. However, the Country Director may issue certification to a Volunteer who has satisfactorily served for twelve consecutive months, including training, and whose termination is determined to be for reasons beyond the Volunteer’s control. If you are not sure if you have NCE, please check the last paragraph of your Description of Service.
  • Peace Corps staff members who have successfully completed 36 months of continuous service without a break in service of three days earn the status of noncompetitive eligibility (NCE) in applying for other Federal positions, which they retain until three years from the date that they separate from the Peace Corps. Please see 5 CFR 315.607 for the governing authority. Peace Corps staff members with questions about their NCE should contact Human Resource Management.
