If selected for this position, you will perform the duties of a Building Manager for GSA's Public Buildings Service.

  • Develop and promote positive working relationships with client personnel.
  • Maintain continuous liaison with building tenants and top management officials to include members of the Federal Judiciary, Senators, Congressional representatives, other public officials, business persons, and the general public.
  • Exercise delegated authority to commit resources to improve and support customer satisfaction.
  • Work closely with GSA and customer personnel and contractors in the planning, design, renovation, construction, alteration, operation, maintenance and repair of assigned buildings.
  • Identify the impact of building activity projects upon tenant agency operations.
  • Exercise full responsibility and authority for the day to day operations of building(s), including maintenance, repair, alteration, historic preservation, cleaning, recycling, concessions, safety, environmental and security activities.
  • Execute contracts for services up to the simplified acquisition contract limit; establishes requirements and orders or purchases supplies and equipment; arranges for their storage and distribution.
  • Plan and develop the annual operating budget and related fund procedures for all building support functions.

The positions may be filled at either the GS-07 level or the GS-09 level, dependent upon the following qualifications.

In order to qualify at the GS-07 level you must possess one of the following:

  • SPECIALIZED EXPERIENCE: One year of specialized experience equivalent to the GS-05 level in the Federal Service. Specialized experience is defined as administrative or technical experience that provided a fundamental knowledge of programs, policies, or procedures related to the operation and maintenance of commercial buildings (or equivalent non-housing, high rise buildings). Examples of such experience includes: communicating with a variety of individuals to gather information, analyze, and provide recommendations regarding building operations, automated building systems, building equipment or building services; entering, tracking, and reconciling budgetary or financial data in a computerized system for facilities operations; or providing administrative or technical support for commercial building preventative maintenance programs. OR
  • EDUCATION: One full year of graduate level study, or a master's or higher degree, e.g., LL.B., J.D., LL.M., Ph.D., in a field that provided the knowledge, skills, and abilities necessary to perform the work of a Building Manager. OR
  • Superior Academic Achievement. OR
  • A combination of specialized experience and graduate level education above that when combined fulfills the requirements.

In order to qualify at the GS-09 level you must possess one of the following:

  • SPECIALIZED EXPERIENCE: At least one year of specialized experience equivalent to the GS-7 level in Federal Service assisting in managing office buildings or other office complexes including improving customer and client agency satisfaction with building services; assisting in negotiation of service contracts and lease provisions; assisting in the preparation of service contracts; assisting in development of maintenance programs; monitoring building operations, maintenance, repair, custodial, recycling, environmental management and alterations, etc. to ensure compliance with agency requirements and industry standards; and assisting with inspections of designated space or facilities. Examples of such experience are:
    • Providing support responding to tenant requests; dispatching building engineers;
    • conducting regular inspections for contracted services;
    • preparing contracts and service agreements,
    • reviewing and coding invoices.
  • GRADUATE EDUCATION: A master's or equivalent graduate degree; or, 2 full years of progressively higher level graduate education leading to such a degree; or LL.B or J.D., if related.
  • A combination of specialized experience and graduate education that when combined satisfies the requirements of the position.

Location Details

  • There are three vacancies in total to be filled, two in GSA's Norfolk, VA office, and a third in the Roanoke, VA location.
